Angle Plate are used to hold material, that can not be held in any other way (i.e. machine vice). The slots, are for nuts and bolts, which are used to secure material, for example, when drilling.

Angle Plate Function -  is a 90 degree section of cast steel, with two accurately machined surfaces.
